Duties and responsibilities:
- Financial Controllers (Comptrollers) provide essential leadership functions and coordination of an organization’s financial plans, budget management and debt servicing. They make sure that the organization’s accounting system complies with generally accepted accounting principles (GAAP) and legislative requirements. In effect, the comptroller is the chief accountant of the company.
- Comptrollers are responsible for the company’s financial and accounting procedures. They establish and maintain cash controls and reconciliation of bank statements and general ledgers. They assist senior management in the preparation of the organization’s annual budget and annual audit. They are in charge of maintaining and controlling the system for purchase orders. They make sure that all financial policies and procedures follow what management has implemented. Comptrollers are also responsible for supervising cash reserves and investments. They prepare and maintain accounts of all contractors and suppliers. They make sure that all credit card transactions are secure and verified. They are tasked with the preparation of income statements, monitoring of financial transactions, and entering them into to the accounting system. Financial controllers are responsible for the classification and maintenance of monthly balance sheets and financial statements as well as quarterly reports. They reconcile all accounts receivable and payable, and prepare journal summaries. They are responsible for maintaining records of all financial systems, issuing receipts for all transactions involving accounting. They are also in charge of maintaining the filing systems, making sure that all documents are secured. They also review payroll reports, calculate salaries, and the employee’s contributions and deductions, if applicable. When necessary, they make adjustments to the payroll. They administer benefit entitlements and payments.
- Reconciliation of general ledgers and bank statements.
- Verify the charges of all credit cards and reconcile to general ledger
- Verify timesheets entries in T&E then export to GCS for Labor distribution make any timesheet corrections or PTO adjustments as necessary and post LD
- Create payroll make adjustments
- Timesheet exporting for Surge Force and creating zero timesheets for payroll clearance account for direct cost accumulation.
- Transmit ACH files for payroll, guaranteed pay and any reimbursements
- Prepare all reports for payroll including weekly, monthly, and quarterly. To include reports, taxes and insurances for Texas, New Jersey, California and Pennsylvania. W2’s at the end of the year.
- Sales and Use Tax Reports
- Reconcile the payable accounts, receivable accounts and prepare journal entry summaries.
- Process and distribute payroll and any other funds associated with payroll i.e. retirement, HSA
- Review and correct vouchers as required
- Accounts receivable FFP in Deltek
- Track all jobs by CLIN/SLIN/ACRN as required and maintain an accurate database.
- Establish monthly invoicing requirements for subcontractors
- Work with Program Managers to deliver monthly financial reports necessary to meet the required CDRL’s on current contracts
- Responsible for gathering information from Team Members when acting as the prime to compile a comprehensive proposal submission
- WAWF billing for Prime Contracts including creating requirements for DCAA
- Budgets to provide provisional rates and submittal to DCAA for approval and government contracts
- Maintain customer purchase orders and estimates in the database and ensure customers are billed in a timely manner for cash flow.
- Bid and proposals to include employee rate information, teaming and subcontractor agreements, cover letters, and cost narratives.
- Contract Administration both as a sub and as a prime- to include RFP and RFQ requests to subcontractors etc.
- Weekly job analysis report for management meeting
- Track workers comp by category month and upload report to our insurance company to pay premiums on actual payroll.
- Assistant Facility Security Officer to include processing new and reinvestigations for PSI, visit requests, incident reports etc. All aspects of JPASS and eQip.
- Entering in new contracts and updating change orders
- Entering in new WBS as required for FOIT contract when MODS are issued
- Child support payments
- 401K payments
- Weekly tax deposits
- Journal entries for reimbursements
- JSR reports for FOIT contract for monthly deliverable
- Closing account periods
- End of Year: setting up new accounting periods and closing out all payables, inventory etc.
- Posting indirect rates
- Posting and reconciling WIP and Revenue reports monthly
- Incurred Cost Submission
- Bank Reconciliations, W2’s, Payroll Reports for Surge Force
Knowledge, skills, and abilities:
- Comptrollers must have a bachelor’s degree in business administration or accounting and preferably are Certified Public Accountants (CPA) or Certified Management Accountants. Candidates should also have wide experience and knowledge of accounting software, payroll procedures, and management systems. They should have highly developed skills in the verification and interpretation of financial records and data. They should have excellent verbal and written communication skills, as well as organization and time management skills.
